Rapier, 30, was charged with the murders of Ciera Kolb and Micah Hall on the evening of November 9, 2016. Rapier, who was an ex-boyfriend of Kolb, had been harassing both Kolb and Hall via phone and social media prior to that evening, where he confronted both victims outside of Hall’s residence. There, Rapier stabbed Kolb and Hall multiple times before fleeing the scene. Kolb and Hall were transported to the hospital, where they succumbed to their injuries. Rapier was eventually apprehended in the woods near where the stabbings occurred. He was charged with two counts of first degree murder in November of 2016. In August of 2019, a Cole County grand jury found probable cause to also charge Rapier with two counts of armed criminal action and one count of aggravated stalking in addition to the murders.
In a plea agreement with prosecutors, Rapier, who was facing the possibility of the death penalty, entered a plea of guilty to both murders and both counts of armed criminal action. Per the agreement, Rapier will be sentenced to life without parole on each count of murder, and fifteen years on each count of armed criminal action, with the life sentences to run consecutively.
